Chairperson of the Committee on Social Affairs, Health and
Sustainable Development
For the attention of the Chairperson
of each national delegation
to the Parliamentary Assembly
of the Council of Europe (PACE)
Strasbourg, 3 October 2025
Dear Chairperson,
I am pleased to inform you that the Committee on Social Affairs, Health and Sustainable Development
of the Parliamentary Assembly of the Council of Europe, in co-operation with the Department of Social
Rights (Directorate General of Human Rights and Rule of Law, Council of Europe), is organising a
Parliamentary Conference on “The cost-of-living crisis: how can the European Social Charter
help to uphold social rights?”.
The Conference will take place on
Friday, 5 December 2025 at the National Assembly in Paris
(France).
It will bring together parliamentarians, representatives of selected European and national
institutions, governmental representatives, social partners, and civil society to discuss how parliaments
can respond to the cost-of-living crisis by making full use of the European Social Charter’s standards
and monitoring mechanisms. Participants will be able to discuss best practices and case studies
reviewing national measures.
The event aims to reinforce the role of parliaments in advancing social rights and will also contribute
to the preparations for the High-Level Conference on the European Social Charter to be held in
Chisinau (Republic of Moldova) on 18-19 March 2026.
I would be grateful if you could kindly
forward this invitation and the enclosed draft concept note
and programme to the Chairperson of the committee or body in your national parliament that
deals with social affairs and related issues,
so that its high representatives would consider attending
the conference in Paris and contributing to the discussions. Please note that participants will be
responsible for making their own travel and accommodation arrangements. I would be grateful if you
could confirm the names of the representatives of your Parliament as soon as possible [by completing
the following electronic form before 21 November 2025:
link.]
We very much look forward to the active participation of your Parliament in this important event. Please
do not hesitate to contact the Secretariat of the Committee (Stefan Stankovic at
and
should you require any additional information.
Yours sincerely,
