Statement of the Saeima of the Republic of Latvia
On Inviting Ukraine to Join NATO
Recalling
the conclusions of the 2008 NATO Summit in Bucharest, which affirmed that Ukraine
would become a member of the Alliance;
based
on the decision adopted at the NATO Summit in Vilnius in July 2023 to abandon the
Membership Action Plan as a prerequisite for Ukraine’s Euro-Atlantic integration process;
referring
to the declaration made at the 2024 NATO Summit in Washington regarding Ukraine’s
irreversible path to NATO;
in anticipation
of the NATO Summit to be held in The Hague on 24–25 June 2025;
taking into account
the Agreement on Long-Term Support and Security Commitments signed
between Latvia and Ukraine in April 2024, which provides for practical and political support,
including in the process of Euro-Atlantic integration;
bearing in mind
the consistent position of the Saeima of the Republic of Latvia in supporting
Ukraine’s territorial integrity, sovereignty, and Euro-Atlantic integration,
the Saeima of the Republic of Latvia
acknowledges
that Ukraine is a close NATO cooperation partner, participating in Alliance
exercises, information exchange, and defence cooperation;
emphasises
the impact of NATO’s consistently implemented open-door policy on the expansion
of the area of European security and stability;
expresses
its conviction that Ukraine’s accession to NATO would constitute a long-term
contribution to strengthening European and transatlantic security and stability, in view of
Ukraine’s fight against Russian aggression. Ukraine’s aspiration to join NATO is a strategic
choice aimed at sustainable security and the reinforcement of international order, in line with
the geopolitical situation. No third country has the right to deny Ukraine this strategic choice;
underlines
that extending an invitation to Ukraine does not entail immediate accession, but
delivers a politically and morally significant signal of a clear path towards the Alliance, initiating
a transparent and gradual integration process in accordance with Allied consensus;
supports
inviting Ukraine to join NATO as soon as possible and the continued, swift advancement
of Ukraine’s accession process to the European Union;
stresses
that Latvia’s support for Ukraine’s Euro-Atlantic integration is grounded in the
conviction that a stable Ukraine is a prerequisite for long-term security in Europe and in Latvia;
highlights
the potential contribution of Ukraine’s integration into NATO to strengthening
the Alliance’s deterrence and defence capabilities. Ukraine, through its active resistance to
aggression, also enhances the security of other countries in the region;
calls
on the member states of the Alliance to actively advance the process of inviting Ukraine
and to highlight this at this year’s NATO Summit in The Hague.
