PROVISIONAL AGENDA
The Basque Parliament will host the Open Parliament Day 2025, an international event to be held in Vitoria-Gasteiz
on 6 October 2025, organised by the Congress of Deputies, the Basque Parliament, the Open Parliament e-Network
(OPeN), and the Open Government Partnership (OGP). This event will gather parliamentary representatives and
members of civil society to exchange initiatives, experiences, and challenges regarding the advancement of the Open
Parliament agenda at a global level. The aim is to highlight the role of parliaments in promoting transparency, citizen
participation, and integrity, sharing international best practices in these areas.
The agenda of the event will take place during the afternoon session, beginning with an inaugural session featuring
high-level representatives from the Congress of Deputies, the Basque Parliament, the Open Government Partnership
(OGP), and the Open Parliament e-Network (OPeN). This will be followed by three thematic panels inspired by the
priorities of Open Parliament: transparency and access to information, citizen participation, ethics and integrity. Each
panel will include parliamentarians and members of civil society, addressing challenges and advancements related
to each topic.

14:30 – 15:00 Inaugural Session
Institutional opening by high-level representatives from the Congress of Deputies, the
Basque Parliament, the Open Government Partnership (OGP), and the Open Parliament e-
Network (OPeN).
15:00 – 16:00 Panel I: Transparency and Parliamentary Information Access
This panel will present initiatives on legislative openness and open data designed to
facilitate public access to parliamentary information. Representatives from legislative
bodies and civil society will discuss how active transparency – including the publication of
data and documents and dissemination of parliamentary activities – enhances
accountability and public trust in institutions.
16:00 – 17:00 Panel II: Citizen Participation in the Legislative Process
This session will address mechanisms to involve citizens in parliamentary work and
legislative decision-making. It will explore experiences of collaboration between
parliaments and civil society, from public consultations and hearings to the use of digital
platforms aimed at bringing Parliament closer to society and promoting more inclusive
and effective participation in the legislative process.
