Overview of the Alliance’s work
The Alliance of Parliamentary Groups “For a Democratic Belarus” brings
together the European Parliament’s Belarus delegation and national
parliamentarians from 22 countries (Austria, Canada, Czechia, Estonia, France,
Finland, Georgia, Germany, Iceland, Ireland, Italy, Latvia, Lithuania, Luxembourg,
Moldova, Norway, Poland, Spain, Sweden, Ukraine, the United Kingdom, and the
USA) with the parliamentary groups are being developed in Albania, Kosovo and
Bulgaria.
Established in Berlin in November 2023, the Alliance has rapidly become a
vital forum for supporting the Belarusian democratic movement. Its members
keep Belarus on the international agenda, draft and promote parliamentary
resolutions on human rights, and provide tangible solidarity. For example, national
parliaments have championed laws to strengthen Belarusian civil society, taken

symbolic “godparenthood” over political prisoners, as well as facilitated
internships for Belarusian activists.
The Alliance also works to prevent legal discrimination against Belarusians
abroad and maintains contacts with Belarusian democratic forces in international
organizations such as PACE, OSCE, the European Parliament, Congress of Local
and Regional Authorities and NATO Parliamentary Assembly. In addition,
Alliance experts advise Belarusian experts on drafting a future democratic
constitution and complementary laws.
Alliance was
founded
during the Parliamentary Groups conference in Berlin
in November 2023, which brought together MPs from 16 national parliaments and
the European Parliament.
More recently, the second Alliance meeting in March 2025 gathered MPs
from 27 countries. There the participants finalized a Rome Declaration – a joint
commitment by 30 parliamentarians to support a democratic transition in Belarus
and to strengthen parliamentary cooperation. By signing this declaration, the
Alliance members formalized their solidarity with Belarusian civil society and
outlined concrete priorities, such as ending repression, integrating exiles, holding
free elections, and supporting independent media.
Building on these successes, the Paris meeting will review recent
developments in Belarus and explore what parliaments can do more to back the
Belarusian people’s path to freedom. It will also be an opportunity to discuss other
critical issues – such as the Ukraine war’s impact, the rule of law, and broader
regional security – underscoring that a democratic Belarus is key to lasting peace
and stability in the region.

The Paris meeting aims to further the Alliance’s agenda through:
Reviewing developments in Belarus
since the last Alliance meeting and
discussing the role national parliaments
can play in supporting a
democratic Belarus.
Strengthening cooperation
between national parliaments and Belarusian
democratic forces through active engagement of Parliamentary Groups.
Exchanging best
practices on supporting Belarusians
in exile and
addressing key challenges such as passport issues, business conditions, visas,
work permits, and access to employment – to help Belarusians integrate and
thrive in host countries.
Encouraging parliamentary action
through national hearings, solidarity
days, the godparenthood campaign for political prisoners, and regular
engagement with democratic institutions of Belarus.
Discuss plans
for the future cooperation within the Alliance.

Participants
The third Alliance meeting is hosted by the French National Assembly and
the Office of Sviatlana Tsikhanouskaya, President-elect of Belarus. Alliance
members, the Belarusian United Transitional Cabinet, the Coordination Council,
and representatives of the expert community are invited.
