Report of the IPU Committee on United Nations AffairsAmendments to the Statutes and Rules of the IPUPANEL DISCUSSIONS
In the course of the 129thAssembly, three panel discussions will take place on the subject items tobe debated by the Standing Committees at the 130thAssembly (Item 3 of the Assembly agenda).The format and conduct of these panel discussions will be largely informal, with the focus ondebate and interaction. The co-Rapporteurs will present their background note(s) and experts willbe invited to contribute to the debate. Members will be encouraged to share perspectives on theissues under consideration and provide input on the main elements to be included the ensuingdraft resolutions. With a view to rendering the panel discussions as interactive as possible, thereading of prepared speeches setting out formal positions is strongly discouraged.

In addition to these panel discussions, two other panel discussions will be held during the129thAssembly on:Internally Displaced Persons; andPolitical Party Control over MPs.
Concept notes with additional information on all the panels will be made available on the IPUwebsite in the coming weeks.3.IPU COMMITTEE ON UNITED NATIONS AFFAIRS
The Committee will meet all day on Monday, 7 October, and in the morning of Wednesday,9 October. The agenda of the Committee includes sessions focusing on the following issues:Interaction between national parliaments and UN country teams (discussion on the findingsof field visists by the UN Advisory Group);Follow-up of the Fourth UN Conference on the Least Developed Countries (LDC-IV);Implications of and action on the recently adopted Arms Trade Treaty;Implementing UN Security Council resolution 1540 (Non-proliferation of weapons of massdestruction);Promoting international commitments and defending the rights of vulnerable groups:Indigenous peoples; andPromoting international commitments and defending the rights of vulnerable groups: Personswith disabilities.
The IPU Committee on United Nations Affairs is a plenary body of the IPU, which means that allMembers are encouraged to attend. Further to a decision of the IPU governing bodies, thisCommittee will be transformed into an IPU Standing Committee (its fourth), endowed with thesame rules and regulations as the other three. At the same time, the IPU Committee on UnitedNations Affairs will maintain its unique mandate to give direction to the growing relationshipbetween the United Nations and the IPU and to assist in the elaboration of parliamentary input tomajor UN processes.4.TIMETABLE *
The timetable of the Assembly is set out in Annex I. The closing sitting of the 129thAssembly willtake place on Wednesday, 9 October, from4 to 5.30 p.m.During this sitting, the report on thepossible emergency item included in the Assembly agenda will be presented and the draftresolution submitted for adoption. Delegations are kindly requested to bear this in mind whenmaking their travel arrangements.

EMERGENCY ITEM
According to Assembly Rule 11 and Article 14.2 of the Statutes, any Member of the IPU mayrequest the inclusion of an emergency item in the Assembly agenda. If the Assembly decides toinclude an emergency item in its agenda, this will be debated by the Assembly on Tuesday,8 October 2013. Provision has also been made on the same day for a possible meeting of adrafting committee to prepare a draft resolution.6.PARTICIPATION
Each IPU Member may appoint a maximum of five delegates to the second annual session of theAssembly or seven for parliaments of countries with a population of 100 million inhabitants ormore. Please note that the number of additional MPs accompanying delegations as Advisers mustnot exceed two.*

Any delegation which, for three consecutive sessions of the Assembly, is composed exclusively ofparliamentarians of the same sex will, however, automatically be reduced by one person. AllMember Parliaments are thus encouraged to strive for gender parity in the composition of theirdelegations.Member Parliaments are also encouraged to include young members of parliament in theirdelegation to the Geneva Assembly. A meeting of the Forum of Young Parliamentarians will beheld in the morning of Tuesday, 8 October, with a view to feeding the input of the young MPs intothe deliberations and decisions of the Assembly.IPU Members whose arrears equal or exceed the amount of their contributions due for thepreceding two full years will not be represented by more than two delegates at meetings of the IPU(Article 5.2 of the Statutes).Associate Members may participate in the Assembly and its Standing Committees with the samerights as Members, with the exception of the right to vote and to present candidates for electiveoffice.International organizations and other bodies invited by the Governing Council to be represented atthe Assembly as Observers are entitled to send a maximum of two delegates.7.PREPARATION OF DRAFT RESOLUTIONS
The IPU is currently in the process of putting in place mechanisms to enhance the functioning of itsStanding Committees. Among other things, Committees will be encouraged to establish multiyearwork plans and to conduct a wider variety of operational activities such as: commissioningresearch; conducting field missions; preparing and discussing reports on good practices; holdinghearings with senior international officials; and monitoring the implementation of IPU resolutions.To this end, in Geneva the governing bodies will be adopting amendments to the IPU Statutes andRules.The provisional calendar for the preparation of draft resolutions by all three Standing Committees(transitional phase) is as follows:Date1 September 20137-9 October 201320 November 2013ActionSubmission by the co-Rapporteurs of brief background papers.Panel discussions on the subject item of the resolutions at the129thAssembly.Deadline for submission of written input by Member Parliaments.These inputs will be given to the co-Rapporteurs for consideration andposted on the IPU website.Co-Rapporteurs submit a draft resolution and explanatory note to theIPU Secretariat.IPU Secretariat distributes the draft resolutions and explanatory notesto Member Parliaments in English and French.Deadline for proposed amendments to the draft resolutions byMember Parliaments.IPU Secretariat distributes list of all amendments received fromMember Parliaments.During the 130thIPU Assembly, Standing Committees meet to debateand adopt the draft resolutions.IPU Assembly formally adopts the resolutions.

AMENDMENTS TO THE IPU STATUTES AND RULES
On the occasion of the 128thIPU Assembly in Quito, the Governing Council adopted a series ofdecisions regarding the format of IPU Assemblies and the functioning of IPU Standing Committeesand their Bureaux (SeeResultsavailable at:www.ipu.org/conf-e/128/results.pdf).Based on thesedecisions, the IPU Secretariat is in the process of drafting amendments to the IPU Statutes andRules, which will be circulated to all Member Parliaments by the statutory deadline of 7 July 2013(three months before the Geneva Assembly).Members will have an opportunity to submit any proposals for sub-amendments to the Statutes atleast six weeks before the meeting of the Assembly (Article 28 of the Statutes), as well assub-amendments to the Rules of the Assembly and Standing Committees at least one month beforethe meeting of the Assembly (Assembly Rule 40 and Rule 38 of the Standing Committee Rulesrespectively).9.STEERING COMMITTEE
The Steering Committee of the Assembly will be composed of the President of the Assembly, thePresident of the Inter-Parliamentary Union and the Vice-President of the Executive Committee.The Presidents of the Standing Committees may take part in its work in an advisory capacity.The Steering Committee, assisted by the IPU Secretary General, is mandated to take all appropriatemeasures to ensure the effective organization and smooth functioning of the Assembly proceedings.10.TABLE SHOWING THE ALLOCATION OF VOTES
A provisional table showing the votes allocated to delegations to the 129thAssembly is contained inAnnex II.Members are kindly requested to check the figures concerning them and, if necessary, inform theIPU Secretariat in Geneva in writing of any modifications required, preferably in advance of thesession. The final table showing the allocation of votes at the Assembly will be distributed at theopening of the session.11.LANGUAGES
The IPU Secretariat will provide simultaneous interpretation into and from its two official languages- English and French - as well as Arabic and Spanish at the meetings of all statutory bodies.Three other interpretation channels have been reserved for Chinese, Japanese and Russian atsittings of the Assembly and the Governing Council, and for the panel discussions.Delegates may, exceptionally, use another language provided that they arrange for their speech tobe interpreted into one of the IPU’s official languages, and for copies of the speech to be given tothe Chief Interpreter (Ms. F. Steinig-Huang) well in advance and no later than two hours before it isto be delivered.12.MEETINGS OF OTHER BODIES
Other bodies will hold meetings during the Assembly; their members will be convened by way of aseparate communication. The Association of Secretaries General of Parliaments (ASGP) will also meet at the CICG during theAssembly. It will be convened by its President.13.POST-ASSEMBLY MEETINGS – 10 OCTOBER 2013
The Tenth Parliamentary Seminar on the Convention on the Elimination of All Forms ofDiscrimination against Women, organized jointly by the IPU and the United Nations, will also beheld at the CICG on 10 October. Additional information will be sent out shortly to all Members.A half-day event organized by the IPU in conjunction with the ASGP will be held on Thursday,10 October. Detailed information on the event, including its title, will be sent out shortly to allMembers.14.RESULTS OF THE ASSEMBLY
All delegations will receive two printed copies of theResultsof the 129thAssembly. In addition, thedocument will become accessible on the IPU website (http://www.ipu.org) two weeks after theclose of the Assembly, when a complete electronic version can be downloaded in PDF format.15.REGISTRATION OF DELEGATES
All participants must respect the registration deadline of 6 September 2013. Please return theregistration form for delegations attached to this Convocation to the IPU Secretariat by that date toIPU Headquarters by fax: +41 22 919 41 60 or e-mail:[email protected].The Registration and Information Service will be open at the CICG on Saturday, 5 October from12 noon to 6 p.m. and on 6-9 October from 8 a.m. to 7 p.m.Please be advised that this Service will only hand over delegation identity badges anddocumentation to representatives of Permanent Missions in Geneva if a signed letter ofauthorization has been received from the Member Parliament to this effect.Important:Particular attention is drawn to the fact that, even if identity badges have been collected bydelegations’ Permanent Missions, delegations are nevertheless kindly requested to check in at theRegistration and Information Service to ensure the accuracy of the information contained in the Listof Participants.16.HOTEL ACCOMMODATION
Delegations from countries with a Permanent Mission in Geneva are kindly requested to make theirhotel reservations through their respective Mission. The Permanent Missions in Geneva are allinformed of the holding of the 129thAssembly and are accustomed to receiving nationaldelegations to UN meetings and handling hotel reservations. Many of them have agreements forpreferential rates with hotels close to the Palais des Nations area and the CICG.Delegations from countries that do not have a diplomatic representation in Geneva may wish toreserve their rooms through the Geneva Tourist Office by fax: +41 22 909 70 21 or e-mail:[email protected].

It is also possible to make reservations on-line via the Tourist Office’s website atwww.geneve-tourisme.ch/en/accommodation/.In keeping with the practice of hotels in Geneva, onlyreservations made with a credit card guarantee will be confirmed. Since October is a busy periodfor hotels in Geneva, it is highly recommended that hotel reservations be made as soon as possible.17.VISAS
Switzerland is an associate member of the Schengen Agreement and part of the Schengen area. Forpersons requiring a visa, the Swiss authorities can issue one for a maximum stay of three months,which is generally valid for the entire Schengen area.
For further information, please refer to the Informative Note on the issuance of Schengen visas,entry into, exit from and travel within the Schengen area, available on the website of the SwissFederal Department of Foreign Affairs:www.eda.admin.ch/eda/en/home/topics/intorg/un/unge/gepri/manvis/manvi2.html.Schengen regulations impose longer deadlines for the issuance of a visa. Delegations, therefore, areadvised to submit their applicationsbefore 19 August 2013.The Swiss authorities will endeavourto process applications as soon as possible but cannot guarantee that visas will be issued in cases oflate applications. Kindly note that following Switzerland’s entry into the Schengen area, visas areno longer issued upon arrival at Geneva International Airport. Any delegations in need of assistancemust therefore send their requests as soon as possible, along with the following details: full name,date and place of birth, nationality, type of national passport and number (date of issue and expiry),date of arrival and flight number.Please also note that the Geneva Airport is located on the Swiss-French border and also has aFrench entry point. Some flights arriving from Paris or other French airports to Geneva aretherefore considered as domestic flights. Delegates travelling via France must therefore also checkwith the competent French authorities to ascertain whether a French or Schengen visa is requiredfor travel through a French airport en route to Geneva.It is our hope that your Parliament will be represented at the 129thAssembly of the Inter-Parliamentary Union and that the delegation, under your leadership, will take an active part in theproceedings.
