TO SECRETARIES OF DELEGATION FOR DISTRIBUTION TOALL MEMBERS OF THE ASSEMBLY
Dear Sir/Madam,I would like to inform you of new arrangements within the International Secretariat following theappointment of Ruxandra Popa to the position of Deputy Secretary General for Policy. Ruxandrawill assume her new role at the end of February when Zachary Selden leaves the Assembly toreturn to the United States. Before then, however, on 1 February Andrius Avizius will take over as Director of the Committeeon the Civil Dimension of Security, and a new recruit, Henrik Bliddal, will take up his appointmentas Director of the Science and Technology Committee.Henrik – who has dual Danish and German nationality – has all the qualities appropriate for theposition, and like several of the candidates interviewed, he is one of our former ResearchAssistants, so he is already familiar with many aspects of our work. Having already had theopportunity to work with him, I have no doubt that he will be an excellent addition to theInternational Secretariat.Responsibility for the Mediterranean and Middle East Special Group, which Zachary has managedfor the last three years, will pass to Paul Cook, Director of the Economics and Security Committee. With this new responsibility will come an additional title, that of “Assistant Secretary General”. Thisreflects not just Paul’s seniority – he has been on the Assembly’s policy staff for fourteen years –but also his continuing contribution to the substantive side of the International Secretariat’s work.To place these changes in context, the updated organization chart is attached.Yours sincerely,
David Hobbs
