EN.To the members of the EuroMediterranean Parliamentary AssemblyZZ 0 ALFANO0 ROMEVAIRUEDAby e.mailVenice, October 1st 2009Distinguished Honourable,With the installation of the MEP delegation at the Euro Mediterranean Parliamentary Assembly,resumes the works of such and important and strategic organism. The 225 members of FISPMED, the largestand most widespread civil platform dedicated to sustainable development and fight against poverty in theMediterranean Black Sea, are glad to resume the interrupted dialogue.As you will remember, in February of the current year the European Parliament in Plenarysession has approved a resolution dedicated to “The Barcelona Process: Union for the Mediterranean”(2008/2231(INI).A rich and articulated text that deals efficiently with a lot of issues at the centre of the necessarychoices to undertake in order to grant a lasting, peaceful and sustainable development to the people in theMediterranean (Black Sea).Particularly we wish to report an extract of the motion to your attention:“Considersthat, in parallel withthe enhancement of the parliamentary dimension, a similar development is required in securing theinvolvement of civil society within the appropriate institutional structure of the Union for the Mediterranean, notleast through mechanisms to ensure that civil society is consulted on the selection, implementation andmonitoring of projects; invites the EMPA, in that connection, to involve civil society in the Northern andSouthern Mediterranean countries more closely in its work; calls for the role of the social partners to beenhanced with a view to the establishing of a Euro-Mediterranean Economic and Social Committee”.We consider this passage very important from our point of view, since it is among the objectives theFISPMED has set itself to sustain, with actions intended to increase the awareness to the institutions of theGovernments that take part in the realisation of the Union for the Mediterranean.We consider population involvement, sharing of choices, spreading and enhancement of thedemocratic processes irreplaceable and of great efficiency to correctly define the structure and latermanagement of the Union activities.With the inspiration of the ten-year experience developed by the Countries of the Baltic Sea Council,we have elaborated a proposal in order to create a permanent structure into the organization chart of theUnion for the Mediterranean, similar to the Network Baltic 21 (on our website you will find information aboutthe initiative,www.mediterraneanblaclkseanetwork.netand a summary attached to this message). Fispmedand the Veneto Region put forward themselves as candidate to host, in a spread network logic, the head office

of such structure. We would be honoured if the initiative could count on your authoritative politic support withtheunder signatureof the attached document: UPM-EMPA.Finally we would like to ask for your interest in relation to Fispmed’s advanced request for therecognition as an Observer in the structure of the EMPA. It would be an immediate and concrete actuationsign of what the Parliament has authoritatively decided with the approval of the resolution mentioned above.Our proposal should be discussed in the next Plenary session of the Euro Mediterranean Parliament (attachedto this message, the request sent to the EMPA Bureau).We thank you in advance for what you may be able to do and we send our kindest regards,The President

I 225 soci della FISPMED, la più ampia e diffusa piattaformacivile dedicata allo sviluppo sostenibile e alla lotta alla povertà nel mediterraneo Mar Nero, sono lieti pertantodi poter riprendere il diaologo interrotto.Come ricorderà nel febbraio del corrente anno il Parlamento Europeo in seduta Plenaria ha approvatouna risoluzione dedicata al: “Processo di Barcellona: Unione per il Mediterraneo (2008/2231(INI) .Un testo ricco ed articolato che tratta in modo efficace molti temi al centro delle necessarie scelte daintraprendere per garantire uno sviluppo duraturo, pacifico e sostenibile alla genti del Mediterraneo (MarNero).In particolare desideriamo riportare un capoverso della mozione alla Sua attenzione:“ritiene che,parallelamente al rafforzamento della dimensione parlamentare, uno sviluppo analogo sia necessario perottenere il coinvolgimento della società civile all'interno dell'idonea struttura istituzionale del Processo diBarcellona: Unione per il Mediterraneo, in particolare grazie a meccanismi che garantiscono la loroconsultazione sulla scelta, l'attuazione e il monitoraggio dei progetti; invita, in tale contesto, l'APEM acoinvolgere maggiormente le società civili dalla sponda settentrionale alla sponda meridionale delMediterraneo ai suoi lavori; chiede di valorizzare il ruolo delle parti sociali nella prospettiva di istituire unComitato economico e sociale euro mediterraneo”.Riteniamo questo passaggio, dal nostro punto di vista molto significativo perché e’ tra gli obiettivi chela Fispmed si è posta di dover sostenere con azioni di sensibilizzazione verso le istituzioni dei Governi chestanno partecipando alla realizzazione dell’Unione.Riteniamo il coinvolgimento delle popolazioni, la condivisione delle scelte, la diffusione e ilrafforzamento dei processi democratici elementi insostituibili e di grande efficacia per definire correttamente lastruttura e la successiva gestione delle attività dell’Unione stessa.Ispirandoci all’esperienza decennale svolta dal Consiglio dei Paesi del Mar Baltico, abbiamo elaboratouna proposta affinché sia creata una struttura permanente all’interno dell’organigramma dell’Unione per ilMediterraneo, molto simile al network baltic 21 (sul nostro sito troverà informazioni su tale iniziativa,www.mediterraneanblaclkseanetwork.netè una sintesi in allegato). La Fispmed e la Regione del Veneto sicandidano ad ospitare in una logica di rete diffusa la sede di tale Ufficio. Saremmo onorati se tale iniziativa

potesse contare sul Suo autorevole appoggio politico con lasottoscrizionedell’allegato documento: “UPM-EMPA”.Infine ci permettiamo di chiedere il Suo interessamento relativamente alla richiesta avanzata dallaFispmed di riconoscimento dello status di Osservatore all’interno dell’EMPA. Sarebbe un immediato econcreto segnale di messa in atto di quanto il Parlamento ha autorevolmente deciso con l’approvazione dellarisoluzione sopra richiamata. La nostra proposta dovrebbe essere discussa nella prossima plenaria delParlamento Euro Mediterraneo (in allegato la richiesta inoltrata al bureau dell’EMPA).La ringraziamo per quanto potrà fare e Le inviamo molti cordiali saluti.Il Presidente
