220 SD 04 E 1 1. Opening of the proceedings The  meeting  opened  at  1.25  pm  with  Alessandra  Lai,  Secretary  of  the  Italian  Senate delegation and Mario di Napoli, Secretary of the Italian Chamber of Deputies delegation, in the Chair. Alessandra Lai and Mario Di Napoli, welcomed colleagues to Venice. David Hobbs (Deputy Secretary General, NATO PA) welcomed delegation secretaries, thanked the Italian hosts and apologized for the late start. Gill Rawling (NATO PA) introduced the new secretaries of delegations: from Bulgaria, Borislav Penchev, from Finland, Antti-Juha Pelttari, from the French National Assembly, Fréderic Taillet, from  Georgia,  Archil  Osidze,  from  the  German  Bundestag,  Rainer  Büscher,  and  from  Spain, Mercedes  Araujo.  She  also  introduced  Zabela  Ghazaryan  (Armenia)  and  Javier  Fernandez Fernandez (European Parliament), who were replacing permanent delegation secretaries for this Session. She introduced new members of the permanent staff: Helena Hradilova, who had joined the Conference Service and Valerie Geffroy, Coordinator of the Defence and Security Committee and Science and Technology Committee. 2. Adoption of the Draft Agenda [196 SD 04 E] The draft Agenda [196 SD 04 E] was adopted. 3. Adoption  of  the  Minutes  of  the  meeting  of  the  Secretaries  of  Delegations  held  in Bratislava on Friday 28 May 2004 [93 SD 04 E] The Minutes [93 SD 04 E] were adopted. 4. Questions concerning the current session [handbook] Micaela Berretti (IT) gave delegation secretaries details of the social programme for the session, the  programme  for  accompanying  persons  and  information  concerning  the  return  transfer  to  the airport. Roberta d’Addio (IT) informed the meeting of the transport and security arrangements in place for the Session. David Hobbs (NATO PA) said the order of the day would not be published for the Joint Meeting of the NATO PA and the North Atlantic Council (NAC) because the precise format was still uncertain. There would be two welcome addresses, followed by remarks by the Secretary General of NATO and from the Norwegian Foreign Minister. Questions asked by delegations would be grouped on thematic lines. After a response from a NAC member there would be an opportunity for follow-up questions. The meeting would end at 12 noon. He said that the Plenary Session on Tuesday would be opened by the President and there would be a speech by the Speaker of the Italian Senate, SACEUR, and the Deputy Secretary General of NATO  regarding  the  Istanbul  Co-operation  Initiative.  It  was  expected  that  there  would  be  a contested  election  for  the  Assembly  Vice-Presidencies.  Nominations  had  to  be  tabled  in  the Sittings Office by 3 p.m. on Sunday.
220 SD 04 E 2 Alessandra Lai (IT) said that the Italian Foreign Minister was unable to be present at the Plenary and would be replaced by his Deputy. 5. Consideration of the Draft Agenda of the Standing Committee meeting [205 SC 04 E] There were no questions on this item. 6. Preparation of the meeting of the Standing Committee in Reykjavík, Iceland, from 1 to 3 April 2005 Gill Rawling (NATO PA) reported that there was nothing to add to information already given other than to stress again that those intending to participate in the excursion on Sunday 3 April should plan  to  leave  on  Monday  4  April  and  that  information  on  hotels  would  be  circulated  by  mid- December. 7. Preparation  of  the  Spring  Session  in  Ljubljana,  Slovenia,  from  27  to  31 May 2005  – Draft Programme [197 SESP 04 E] Tamara  Gruden-Pecan  (Sl)  reported  that  information  on  the  hotels  pre-booked  for  the  session would be distributed very shortly.  She encouraged bookings to be made by 25 March. 8. Preparation   of   the   51st   Annual   Session   in   Copenhagen,   Denmark,   from   11   to 15 November 2005 Gill Rawling reported that preparations for the session were going well. The Committee meetings would  be  held  in  the  Danish  Parliament  (Folketing)  and  the  Plenary  in  the  Falconer  Conference Centre. Information on hotels would be provided in due course next year. 9. Preparation of Future Sessions and Meetings [190 GEN 04 E] –  Meetings in 2006, 2007, 2008 There were no comments. 10. Liaison between Delegations and the International Secretariat Gill Rawling (NATO PA) asked for comments on how useful Secretaries of Delegation found the information on diplomatic representation contained in the Session handbook, and on whether this information might be provided separately. Frans  Van  Melkebeke (BE) responded that this was useful and that in his view this information should remain as part of the Session handbook. David  Hobbs  (NATO  PA)  asked  secretaries  to  see  what  could  be  done  to  prevent  last  minute cancellation  from  Assembly  visits  and  committee  meetings  by  members  of  delegation  for  whom interpretation was being specifically provided. This involved substantial costs for the Assembly and the Treasurer was keen to avoid wasted expenditure. He also told colleagues that the pink list had been renamed the “NATO PA Delegation Directory”, which   was  being  sent  electronically  only.  He  introduced  Dwight  Griswold  (NATO  PA)  who
220 SD 04 E 3 described the “Extranet” which was being developed for authorized users and would be accessible via the NATO PA website. Leo Waasbergen (NL) and Frans Van Melkebeke (BE) asked questions. David Hobbs (NATO PA) responded. 11. Any other business There was no other business. The meeting closed at 2.14 p.m. ________________
