Den såkaldte Magnitsky-lov, som USA, Canada og de baltiske
lande har indført, sætter 49 navngivne medlemmer af
Putins inderkreds på en bandlysningsliste, og de
pågældende individer kan hverken rejse i lande, som
håndhæver loven, eller gøre forretninger
der.
Formålet med høringen er at belyse baggrunden for
Magnitski-listen samt mulighederne for at indføre
tilsvarende lovgivning i Danmark.
Baggrunden for sanktionslisten er sagen om den afdøde
russiske advokat Sergej Magnitskij. Han hævdede at have
beviser, der kunne fælde centrale personer i det russiske
regeringsapparat. Ifølge Sergej Magnitskij havde topfolk i
landets indenrigsministerium systematisk stjålet mere end en
milliard skattekroner i en af Ruslands mest spektakulære
korruptionssager. Hans anklager faldt ikke i god jord. Kort efter
blev Sergej Magnitskij selv sigtet for bedrageri og fængslet.
Ifølge menneskeretsgrupper blev han udsat for tortur. Nogle
måneder senere blev han fundet død i sin celle efter
at være blevet nægtet lægehjælp.

The Foreign Affairs Committee holds a hearing on the Magnitsky
List
Adopted by the USA, Canada and the Baltic states, the so-called
Magnitsky Act puts 49 specified members of Putin's inner circle on
a sanctions list. The persons concerned are banned from travelling
in countries enforcing the Act. Moreover, they are not allowed to
do business in these countries either.
The object of the hearing is to examine the background of the
Magnitsky List and the possibilities of introducing similar
legislation in Denmark.
The sanctions are a consequence of the case of the deceased Russian
lawyer, Sergei Magnitsky. He claimed to be in possession of
evidence that might overthrow key persons in the Russian
government. According to Sergei Magnitsky, high-ranking officials
at the Russian Ministry of the Interior had systematically stolen
more than one billion dollars of the taxpayers' money in one of
Russia's most spectacular corruption cases. His accusations were
not well received. Shortly after, Sergei Magnitsky himself was
accused of fraud and imprisoned, and, according to human rights
groups, tortured. A couple of months later, he was found dead in
his cell after having been refused medical attention.
